What is a Fire Risk Assessment?

A fire risk assessment is a systematic evaluation of your premises to identify fire hazards, the people at risk, and the measures needed to reduce or eliminate that risk. It is a legal requirement under the Regulatory Reform (Fire Safety) Order 2005 for all non-domestic premises in England and Wales — including offices, shops, cafés, salons, warehouses and any building where people work or visit.

The assessment must be carried out by a competent person and kept up to date. Failure to have a suitable and sufficient fire risk assessment in place can result in enforcement action, improvement notices, prohibition orders, and in serious cases, prosecution.

Who needs a fire risk assessment?

Under the Regulatory Reform (Fire Safety) Order 2005, a fire risk assessment is required for virtually all non-domestic premises, including:

UK fire safety legislation

Regulatory Reform (Fire Safety) Order 2005

The primary legislation governing fire safety in non-domestic premises in England and Wales. It places a duty on the 'responsible person' — typically the employer or building owner — to carry out and regularly review a fire risk assessment.

Fire Safety Act 2021

Extended the scope of the 2005 Order to include the structure, external walls and flat entrance doors of multi-occupied residential buildings.

Fire Safety (England) Regulations 2022

Introduced additional requirements for high-rise and multi-occupied residential buildings, including regular inspections of fire doors and sharing of safety information with residents.
